So what's true here?  Can I use the downloaded material to upgrade from 2 to 3 or what?

The 2.1 to 3.0 should be an upgrade to 3.0 then an upgrade to 3.01.  After that, you upgrade to 3.10 then 3.12.  If this is the case, replacing the 3.01 with a 3.03 should not cause any problems.
