Are you saying NCFTP is not operating in Passive mode? If it isn't then OI probably can't talk to it. This is because the PASV command displays the port it wants the FTP client to connect on, and OI uses the display to work out the data connection port for data transfer. PASV FTP is quite widely used/preferred.
