Well, I finally got RDK to run through without failing, after sifting my way through various threads on the topic here. Now I have a problem starting the deployed app, because it won't recognise any of the users that I set up in development. Am I missing something ? I tried copying the SYSLOGINS file over to the deployed directory, but still have the same problem.
I'm dying to get this thing deployed so I can get paid for it. Help, please ?

Start the application with the username of the application ie. if application is called ACCOUNTS then
OINSIGHT.EXE /AP=ACCOUNTS /UN=ACCOUNTS
this will get you in. Then hopefully your application has a form to create and amend users. I'm not sure if the runtime licence permits loading database manager directly using LB.EXE.

The RDK does not copy any users. It creates a login of user name account name. You'll have to create the users in the runtime if you want to ship your app with a backdoor user or two.
