To reposition the upper left corner of a DOS window you simply grab the window border with your mouse cursor and drag it to a new position. I don't know of x,y attributes available through Paint. If you don't attach a menu to the window, row 1 of the screen will be empty and the menu at the previous level will stay visible. To push a window to the top of the screen, I edit the window x,y coordinates directly from TCL.
