I am unaware of any such flags in OI that would produce this behavior.  Perhaps Resynchronizing Database and/or Rebuilding System Indexes (within the Development options from Application Manager) will fix the problem.  Lastly, and I hate to ask, but have you tried exiting OI and re-entering it?  Rebooting?

For the record, I too have had problems with adding new dictionary items to an existing data file. I have not experienced the problem with building new data dictionaries with a new data file, however, but only because I have not had to build new data files with TableBuilder. I imported all the dictionaries from my old RevG application.  



I figured it was a bug, so I logged off and back on. Then I could add the new item to the dictionaries.  I have no idea what causes this to happen however.
