We have a client who moved OI16 to a new server and upgraded to Win2003. When the 10th user logs in the message:
Cache Flush Buffer lockedappears.
Oengine says there are many more licences so I do not think it is an OI Licence issue. If another terminal logs out, then this terminal can log in. If it was an OI licencing issue the message 'Attempt to log in too many users' appears.
I suspect it is the Win 2003 network setup.
Any suggestions?

There's a general rule of thumb, that when you have any two components in a "system" that are more than 8 years apart in release vintage, you start to get "problems" with interoperability.
Your 16 bit code isn't working properly on your 32 bit operating system. You *can* adjust caching via registry entries. If you're running on hyperthreading servers you may have BIOS settings that can assist.

It appears that the IP addresses were corrupted. Re-setting and rebooting the server cleared the problem.
