I have a user running Novell Netware 4.11 who receives an error message FS176 - Network not Responding when the log onto the 3.12 version of the product, but do not receive this message when they log on to the 2.11 version of the product from the same station. Both versions are using the Novell Netware driver.
Any suggestions as to why this might be happening?

I would do a reinstall for the client-drivers on the 3.12 copy. It sounds like something is amiss, maybe the driver was installed, but not selected and/or maybe the TSR is a wrong version. Is this on a Win95 workstation? If you are using different login scripts (say, if you had two servers, and had one arev app on each one, and each had different login scripts), it might not be properly loading your workstation shell.
Either way, if 2.1x works, a functional 3.1x should not be far behind; both programs are cut of the same breed: DOS programs running an identical network driver.

You might want to take a look at the latest NLM network software. If you do a search on "NLM" from within the Revelation web page, you will find quite a few questions that have been posted regarding Netware and other network problems. Good Luck.
Both AREV Apps (2.1x & 3.1x) are on the same server. Worksation is running plain old DOS 6.2. I also get the same FS176 error message if I switch to the "All Networks" driver.
