When ordering tabs, on complex screens it is difficult to see what is what. To assist I switch between the form designer and the actual running screen.
When returning to the form designer, the screen is refreshed but the background remains from the screen displayed before.
This also applies to multiple page forms.
Using page up/down to look at the other pages, whilst ordering tabs causes the first page to become confused.

A tip regarding multi-page forms…
Order the tabs on page 1 first then go back to the form designer. Scroll down to page 2, then go into the ordering of tabs. It's much easier to see whats going on than scrolling down while in the tab ordering department.

In addition to Robert's tip, you can Shift-click on a control to accept the tab positions of all the controls up to and including the control you are clicking on. This is how you can start on page 2 without have to click on each control on page 1 first.
The "confusion" you are seeing is sometimes fixed by different video cards. However, in almost every machine I have ever developed on I have noticed this problem from the earliest versions of OI.
