OIPI Fatal error INIT message -13 (OpenInsight 32-bit Specific)

   An old customer moved his 7.1 OI app to a new server and everything worked except printing.   This is a UDLite installation, and the service is running. He get the "Fatal error with the INIT MESSAGE -13" message when he tries to print.  He says he has a default printer defined that works, and says VSPRINT7.OCX and VSPDF.OCX are registered. 
  I have asked him to connect a local printer to a workstation as a test, but have not got an answer to that yet.
  Is there anything else to check, or How can I be sure the OCX's are properly registered?  What specifically does message -13 mean?

Search the on-line help for Set_Printer Error Codes, they are all explained there. Make sure the default printer is correctly defined and shared.
