OpenInsight conflicts question (OpenInsight)

Well, if I understand your question correctly, then yes. You shouldn't have any problem running OI or OIPI on a NT server. As we speak, I'm doing so now (Windows 2000 Server, earler Windows NT Server) using the NT services.
