If we disable the NT Service, both applications can run concurrently. If NT Service is then loaded, we get the same problem where both programs cannot be loaded at the same time.

Seems to be a problem with NT Service configuration.

Any suggesstions?

Not used the NT Service much (mostly NLM) but check the REVPARAM file to see if anything in there. The last NT Service ran very slowly and when I looked saw REVPARAM had lots of rubbish related to using NPP without NT Service.

Not the same but may be related.

Verify they are using the same version of the NPP in ARev and OI.

Check locking between ARev and OI from different stations.

See what's in the REVPARAM file and make sure there is a ServerOnly=True line in there.

The problem was with the network drivers. The DOS System was using "All Networks" the Windows Version wasn't.
