In form designer, if you disable a top level menu branch, all the sub-level options are also disabled when you save the form.

If you then recall the form and re-enable the top level menu branch, all the sub-levels are not displayed.

Basically it should not do this, ir should only disable the menus that the user specifies and dont try and be clever.
