OI v4.1x is supported under Win98SE so it may not run at all on Win7 64bit. You can try running OI and the engine in compatibility mode. My experience with compatibility mode hasn't been good. Sometimes you can get stuff to run but Win7 doesn't seem to hold the settings and you have to set the mode every time you run the program - even when logged in as an administrator. The older the programs are the less successful compatibility mode. OIv4.1x is 10-11+ year old.

You may have to register any of the OCX files and some of the DLLs used for printing and Reporter.

If running Win7 Pro or Ultimate Virtual XP mode maybe the way to go but it can become an administrative nightmare.

I think UAC was the culprit. The app (or at least, from same source) runs on my notebook. After investigating, I find I must have turned UAC off ages ago to do a proof-of-concept upgrade to v8.x/9.x.

Dare say this experience will provide an appropriate reminder to legacy users to upgrade.
