You need to look at the code that generates this message to see exactly which operation has failed.

The cause might depend on the name and location of the file that the system is trying to create.

One possible problem is insufficient file handles. The default is 8. To increase this, on each workstation, add the line FILES=150 to C:\CONFIG.SYS or C:\ …… \CONFIG.NT (Can't remember exactly where it is located) for Windows NT
