What can I do to clear this error? How'd it happen on a OI10 desktop that was running fine? Some Microsoft update?

Just checking - when you re-ran the Clientsetup.exe - did you do this with 'elevated Admin rights' ie Rt Click and choose Administrator ? Not sufficient to just have admin rights. Also, may be necessary to do a 'de-install' of the components first.
What AV are you running - the Win10 default defender or a third party product?
