If OI is not on the same server as IIS try using UNC vs mapped drive in the registry e.g.:

\\myserver\share\oi vs e:\oi

Also IIS must have sufficient credentials for server running OI. The default anonymous IUSR_machinename will not have these, even if you create a IUSR_machinename user on the OI server. Try IWAM_machinename or a user on both servers with sufficient access rights and set those in the IIS anonymous user and the "connect as" setting for the virtual directory for OENGINE.EXE and associated dlls

I have OI on "S:\Revsoft\Chris\Oinsight72" and i have set the WorkingDirectory to that. I have IIS installed on "C:\Inetpub" and i put the OECGI.exe file with all the extra files in "C:\Inetpub\scripts". I then use the webpage to call the OECGI.exe and get the same error. I will check the permissions but im sure i gave everyone full control.

Thanks for the help!!
