I had a similar thing happen a long time ago. It turned out to be a corrupted DLL. I have also seen similar behavior from a bad repository. Also, at some point, the RDK didn't deploy all of the pieces for the Printer Setup program. If you are a works subscriber you might search there for additional information as there were a lot of discussions about this utility call.
