If I recall Intel's Satisfaxion product contains utilities to convert Hewlett Packard Laserjet-formatted documents to FAX *.DCX files for transmission.
I am no expert in this field, but thought these ideas may point you towards some possibilities.

Another thing you can try are some windows fax printers. You print to them like any other printer but they go directly to a fax and dial out. I'm sure at least one of them has a automatic procedure without input.
