How do I check in code that I have not checked-out (OpenInsight 16-Bit Specific)

If you are receiving code and that code is a "text" file, you can just paste it into your system editor.
Did you receive a text file? Because you mentioned just one program, it MAY NOT have been checked out/checked therefore copy the program into System Editor.

Generally you have to be logged into OpenInsight under the same name of the user who checked something out in order to check it back in. Remember, the concept of check-in/check-out is akin to a library system. It was not designed for the purpose of transfering components from one developer to another (although it can certainly be used that way if you are using the same user name in OpenInsight.)
If you are still unsuccesful at using the Check-in/Check-out utility then you can certain manually copy the entities yourself. Don't worry about the SYSREPOSLOCKS_TEMP file.
