Expanded memory on Dell Latitude C800, Windows 2000. (AREV Specific)

I cannot set up expanded memory for a Win 2000 machine running AREV v3.12 (either locally or on the Novell network). The Latitude C800 portable has 512 Mb RAM and a factory installed NIC. I have read through all the comments on the online discussion and talked for 2 hours with Dell support, but still no result.
The files HIMEM.SYS and EMM386.EXE didn?t come in the original installation by Dell, but were added later. Various versions were tried all with the same results:
HIMEM.SYS 26-07-00 5pm 4,768 bytes
EMM386.EXE 23-04-99 10:22pm 125,495 bytes
EMM386.EXE 30-03-01 2;38pm 179,503 bytes
(There is a file HIMEM.SY_ in C:\I386 with same time and date as HIMEM.SYS listed above, but HIMEM.SYS itself must not have been installed by Dell before they sold the machine.)
I have tried different config?s and autoexec following the suggestions on the REV discussions group.

The Arev shortcut is setup is running a batch file:

I have tried to load AREV in a DOS prompt by running LHIPXTSR and then AREV.EXE, but that didn?t load the expanded memory.
I am aware that there might be a conflict between BIOS and NIC, but I have tried to disabled the NIC and the expanded memory still didn?t show up.
I have recently setup 2 Dell OptiFlex GS400 running Windows 2000 and both of them support 4096K expanded memory and runs AREV happily

Any suggestions on what I should try on the Dell Latitude are greatly appreciated.

First do a search using this phrase "peter bowyer windows 2000". It seems he had the same identical problem. I believe that it was decided that the "BIOS" was protecting the expanded memory somehow.
Also, it seems that a few other computers do the same. Maybe you can check the BIOS settings about expanded memory. Otherwise you and your Dell are doomed possibily.

The reason behind such drastic move was all other Dells we have(Dimensions etc ) did not have the EM problem.
