Try installing it anyway on a test copy of your system - you never know - it may just work if the bad sectors are in an unused portion of the disk. Try several machines - I've seen cases where the diskette drive tolerances are out between machines just enough to get scandisk to complain.

There is a file verification option on the upgrade program as I recall.

The 3.03 maintenance release can be downloaded (3.0x to 3.03) from the Demos & Downloads section of the Web Site if your disk is indeed bad.
