Without wanting to sound "cute", Novell 3.1x *is* the most stable platform for that quantity of users. Provided you don't change the Windows client too often. This has often been used in military installations.

Failing that, Windows 2000 Server with very fast (multiple) network cards and scads of RAM would be our next choice. This is now popular in government and large commercial settings.
