Assuming:

1. this happens after a couple of users have logged in

2. you are using the 1.14 VxD driver or the 1.5 server/driver versions

Then:

1. do you have multiple Novell servers on the network with different max user licenses? if so, any low-count licenses? (2, 5?)

2. what are the max number of users you can get into oi? (0, 1, 2, 5?)

3. when it max's, if one logs out, can another one log in?

4. any cd towers? (Netware 2x is sometimes used for these)
