Windows Media Player has the ability to burn CDs in version 11.

I'll see if I can make sense of the necessary API calls - if if looks easy I'll publish some code here.

Windows XP has a CD burning API but it's implemented via the COM and I think you'd probably need a DLL or OLE control as a wrapper to access it.

Most other CD burning software such as Nero has an API that you can use from your app, though perhaps there are other generic 3rd party components that will handle it - I'm sure I've seen a Delphi VCL component to do it on the net somewhere…

To be honest we'd never had a reason to do this :)
