This is not guaranteed to fix the issue, because I have this same problem on occasion running Win95.

I think it is related to a memory issue where the paint/repaint calls do not occur correctly. When you click on the button in the taskbar, this calls the paint/repaint functions, thus cleaning up your display.

Going back to Win95 is not an option.
