Long delay on splash screen (OpenInsight Specific)

Has anyone else had any experience with this? Everything is in the directories the install put them by default. Running Win98. (Lots of hard drive space too). As I do customer support and need to bring the app up quickly when I get a call, the nuisance value of this little problem is increasing daily. Any help would be greatly appreciated.

It happens to me as well. I've always assumed it had to do with the NPP trying to make network connections but failing and it takes time to realise that it cannot. I tried it with the byte-range driver and it goes right in, so the answer does have something to do with the NPP.
It also seems to have something to do with the network. I ran a local copy and it took a bit for OI to load. I disconnected the network card and re-ran the local copy. OI came right up. So, if I were to make an educated guess I'd say that the time lag comes from the NPP communicating with all the servers it can find to register the user count lock, but this is only a guess.
