Fatal Error 1009 (AREV Specific)

I have check the discussion group here but can't find a specific thread although there are some similiar one that indicate the 1000 series of errors being related to the NPP
Any assistance would be appreciated.

Is a File open error. Don't know if this is happening in the open because the file isn't there, or if somehow the file is marked as in-use by another workstation.
