Make sure all users are logged off, or at the very least not doing any sort of query.

Dump the SYSTEMP file and make sure the sizelock is set to 0.

Then clear the file. The SYSTEMP file is used as temporary storage for queries, hence item number 1. Changing the sizelock to 0 if it is not 0 already will make the cleartable run much faster as well as free up more disk space.
