How is number nnnnn in new REVnnnnn.* determined? (OpenInsight Specific)

When a new table is created in OI a new pair of OS files REVnnnnn.LK and .OV are created. How is the number nnnnn determined? I thought it was a counter in REVMEDIA - in the REVMEDIA row. But now I have a client with a peculiar problem, and one symptom is that the number of the new files is lower than the counter. It will probably turn out he's managed to overwrite his REVMEDIA or something, but I'd like to know anyway.
