You need expanded memory instead of extended memory. Right click on AREV icon to Properties then click Memory. Choose 4096 under Expanded and None in Extended, then OK.

DEVICE=C:\WINDOWS\HIMEM.SYS

DEVICE=C:\WINDOWS\EMM386.EXE RAM

Also, when starting AREV, include /X M4096 on the command line.

Once in AREV, type WHO at tcl, and you should see your expanded memory.
