Have you exceeded the 26-user licence count?
Load monitor.nlm and have a look at the logical lock count on the system console by user - check for suspended or dead REVG sessions - the R*.LNK files will be open.
This configuration has been known to be successfully implemented on sites with hundreds of users.
Could also be some contention with 10mbit versus 100mbit network cards on the same LAN segment.
Is the CRC checksum error count on the server console increasing?
