A Problem that won't go away (OpenInsight Specific)

What's happening:
OI Runtime - Version 3.7 - 8 users (as indicated by the engine status and OI Lan driver check).
Lan is Novell Netware 4.12 with Service Pack 7 and TURBODIS enabled.
Desktop Clients are Win-95 B or C using Novell Client-32 Version 3.1.0.0

BUT…
When a user (almost at random) attempts to use a table, the following message is displayed:
Maximum number of LH_Database users has been exceeded … you'll have
to spend more money (or words to that effect).
This seems to occur when 4 users are logged in. A fifth user logs in successfully and then attempts to use a table in a form.
Sometimes, rebooting the workstation clears up the message at that connection, but it will rear its ugly head again sooner or later. I've completely re-installed everything (with the exception of OENGINE.EXE which contains the license count).
I'm stumped. Does anyone have a suggestion on what to look for or what can be done. I may be forced to return the software fees if it can't be fixed.
