As Sprezz mentioned, you have to fake it with a bitmap. However, you should realize that you need to make a custom popup window for this since ALL regular popups use the same generic window for display.
We have an OLE Edittable that (unfortunately) is still in beta but it does support multi-line headers. Contact us if you are interested in more information.
