There have been reports of some machines simply not supporting EMS - Compaq in particular. This is a hardware issue and I'm not sure if it is a manufacturing problem or a trend of the future (no future support of EMS?).
However you have the proper entries in your CONFIG.NT file. You need to create a PIF for ARev or modify the _DEFAULT.PIF and turn on EMS in there. If you are running ARev from the Command/DOS prompt _DEFAULT.PIF needs to be modified.

Compaq advise disabling the inbuilt NIC in setup mode and installing
another NIC as a short term fix.
This matter has been escalated to Level 3 support at Compaq Houston
and there is a new BIOS being written for that model. Liaise with
your Compaq supplier if this applies to your unit.
