I doubt if Win 3.11 supports this driver - I've never seen it used in this context.

You may have to revert to the DOS 3.1 Generic (Byte Range) driver, with its incumbent GFE risks. It may be worth it as an experiment or fallback step.

The 16-bit TCP stacks for DOS / Win 3.11 were pretty ordinary, as we recall.

Once the oldest and newest components of your system are dated more than seven years apart, you're invariably headed for difficulties.
