OICGI Problem (OpenInsight Specific)

I keep getting this message:
Server is not available or CGI has no access rights
I've added the line to the registry. I've checked and double checked user rights. I copied OICGI.EXE to the cgi-bin directory under the root.
The only clue I seem to have is that in the error log for the server, there is 'no' user name whatsoever when the error occurs. There is just a '-' where the username should be.

IIS sometimes runs the CGI program on another NT desktop (some other protected space within the OS itself) so it cannot communicate with OI. We have solved this problem for the final 3.6 release. If you post your email address, we can email you the patch to test.
