OI attempting to Access Port 3268 (OpenInsight 32-bit Specific)

The Port is My DNS on port 3268 and then my LocalHost "IP"
127.0.0.1 on Port 53.
Can anyone explain what it might be doing ?
I am certain its not a virus !
