They receive an error message stating that they cannot run a 16-bit program and then the .EXE cannot be found. I've never had to run the OI Client install at any of my sites before since I don't use Reporter in any of my apps. Normally, I just package the RDK with the correct number of bumps and ship the software to my client. Even stranger is the fact that Win2K is being run at a fair number of my user sites with no problems reported (using NT, Win2K, Win95/98 and Novell servers). Is there a list of required 16-bit DLL's that are required in Windows\System? I will try the changes to CONFIG.NT suggested elsewhere, though.

Btw - when I said I thought your symptom seemed familiar I had the vague notion I read about it more recently than the date of the posting I found. Perhaps there are other postings of relevance out there.
