There's a program called DEVLOAD that I use sucessfully on Win95 to force COMMDRV.IBM to load in each DOS box. I do not know if this will work under NT, but it's worth a shot.

I'm guessing you've already tried to load it in a customied CONFIG.NT and it failed.
