I read that Dragon can do this, but it depends on how the controls were programmed. I saw a cool demonstration and it's very intriguing.

We have an application that runs on tablet OS, which has the speech recognition software built in. Although most of the screens we've developed were designed for quick 'point-and-touch' with the tablet stylus - during testing I was successful with dictating text comments and the like into editlines and editboxes. I did not have to do any additional programming to make it work.

However, if the cursor is in an edit box, and it is in "dictate" mode, then it seemed to me to work like a keyboard-wedge scanner. It interpreted the text and stuffed it into the keyboard buffer.
No special programming should be required for that level of functionality.
