Too Many Users (OpenInsight Specific)

On one station only, I receive the "Too Many Users" message, followed by the missing application message while trying to start the development copy of OI, which had been working previously. The runtime copy of OI works just fine. Other stations have no problem with either the development or the runtime versions. The OI is version 3.7 and the NLM is 1.14. The frame type on all the PCs is 802.3 (double checked). Recently, this station had Shiva Remote Access Services installed on it, but other than that, I've run out of ideas. Any suggestions?
