You have removed any indexes prior to deleting the file, so this means there's a different problem. Relational indexes sometimes cause similar problems.

You should also ensure that the DOS file attributes are not set to read-only.

If the file is presently opened or locked by another workstation then you may have a problem deleting it. An UNLOCK ALL at TCL on every workstation may shift the problem. If there appear to be no other users of the file on the network, then reboot the server to be certain.

In some cases we've performed a CLEARFILE DATA filename ahead of a LIST filename to ensure that the records are indeed gone, especially when a file may be corrupted.
