dwb.exe - why is it accessing the internet? (OpenInsight 32-bit Specific)

I have received my new OI7.1 and have just loaded it.
I am ready to start developing my first OI7 app. (finally)
I also have zonealarm running.
Each time I select SYSTEM EDITOR Zonealarm immediately stops c:\revsoft\openinsight71\dwb.exe from accessing ip 64.59.144.18 dns.
What is dwb.exe and why is it trying to access the internet?
I resolved the ip and it was ns3.wh.vc.shawcable.net.
My ISP is shawcable. Why is dwb.exe trying to contact my ISP?
I searched Discussion for dwb.exe and it seems to be a legitimate exe at least in OI3 but no detail on what its function is.

Sounds like you're using the old system editor. (Developer's Work Bench). All system tools use Microsoft's HTML Help which checks for internet access as part of its initialisation. Nothing to worry about.

Thanks for reply.
That is very odd. I have new, clean laptop, no old OI files.
How would I be using an OLD System Editor with a fresh off the CD installation? That still leaves the question is what purpose is in accessing the internet.

Does the system editor colour your programs? The product ships with both editors, the old one being the default button, the new one needing adding to oinsight.ini to appear as a button.
A second possibility is that you're using a version of the LH driver that uses IP and it is this that is checking the internet. As to why HTML Help needs to access the internet - we've struggled to find an official MS explanation.
This IP is one of Shaw's std allocation - does it match the IP Address you're allocated whilst connected to the internet?

From the address you gave "ns3.wh.vc.shawcable.net" I would guess this is a nameserver for DNS resolution for your ISP. The MS Help stuff must be doing a name lookup, probably the least intrusive action MS could think of to test for an Internet connection.

Thanks for the feedback.
1 - New Editor - " the new one(new editor) needing adding to oinsight.ini to appear as a button."
How is this done? Where is the documentation?
2 - IP -"does it match the IP Address you're allocated whilst connected to the internet?"
No, I have a completely different IP 24.83.——— whilst connected.
Cheers
