It is found in the Connections menu of the Dial-Up Networking folder in My Computer. Make sure protocols are set on both units (NETBEUI, usually). If in doubt, set them all!!

Set up a dialup connection for that specific phone line and tell folks not to answer it if its on a PBX type system. You will need to know the name of that computer and the drive you want in order to map it since it doesn't appear in Network Neighborhood. Once mapped, you can attach and access the information as usual. Be warned: It can be dreadfully SLOW!!

It appears to be a one way connection. Tried WinPopup one day for fun. The server got the message but a reply couldn't be processed. Also, not sure if you can access any other computer in the network other than the one with the modem. Haven't tried.

pcAnywhere and Carbon Copy may be more elegant solutions but this is cheap, down, fast and dirty.
