What does "VOC" stand for? (AREV Specific)

The person doing the asking would like to know for some documentation they are writing and I'd like to know for my own curriosity. I know what the VOC is but is there more to it? Does it stand for Volume Options Commands or Verb Options Commands. I've seen it refered to as VOCLIB for VOC Library.

Dick Pick used MD (Master Dictionary) and Microdata adopted Vocabulary (VOC). To my knowledge, that was the first time VOC reared it's head .. but then again, it was not called Pick either .. it was English. I also think that this was the first implementation of the LIST verb that featured "throw-away" words too.
