One User Only allowed on NT network (AREV Specific)

Seems like REVLOCK file opens for one and then can't be accessed by
another. (Event Viewer on server gives this message:

We have also run FIXVOL on all directories, checked that SYSTEM USER has
full access to all files and directories and replaced permissions on all

Take the Revparam files off ( rename or set to 0 ).
Recreate the SYSTEM user and give proper rights.
Get everyone out of the application.
Take NT/Win2000 & NPP off.
IF possible and feasible down the F/S then
Reinstall the NT/Win2000 Service and NPP
Put the Revparam back on ( rename or set back to 1 ).
Verify the service is running on the server
Verify the service is running on the w/s one at a time as they come on
