Slow access when second user runs software. (OpenInsight 32-bit Specific)

They are using a Windows 2003 Server and XP Professional Workstations. OpenInsight Version 4.1.2 32-bit is being used. The second user is slow no matter which workstation they access the software with. Any ideas? Thanks.
