First of all, I am assuming that you are not changing print drivers after the report has been loaded. That is, the HP 4000 was the default in advance.

Second, the output differences between HP II and HP 4000 (which uses PCL 5 or 6 I believe) can be very noticable, unfortunately. Window's so-called WYSIWYG seems to vanish when dealing with very old printers. One would think that writing for an HP II would guarantee compatability with newer HP's (i.e. using the lowest common denominator approach), but I've found that this isn't always a safe bet. For whatever reason, PCL 2 works differently than PCL 3 and higher. I don't know if this is supposed to be the case, but experience has shown me that it is (and this includes using simple PCL codes in AREV as well.) My suggestion is to design your reports using a PCL 5 compatable printer as the default. You'll have better success for the majority of modern printers out there.

The Xerox printer either doesn't support PCL very well or it just doesn't like PCL 2 specifically. Try re-running the report on this printer after you've designed it using a PCL 5 driver.
