Distributed printing (OpenInsight Specific)

The bottom line is that if printing to these locations is handled no differently than selecting a different printer (e.g. through the Printers folder or via a Print Setup dialog) then I don't see why you can't use the OIPI to print to these devices.
If you need to automate this from within OI then there are various options for that as well. But let's see if I understand your primary question first.

Windows 2000 supposedly has some internet print capabilities. Most remote control programs have remote and local printing options as well, though some work better than others.

If so, OpenInsight is not really running on the local machine so therefore cannot print back to the local machine. Printing would be a function of the browser.
If this is an internal type web app, meaning remote offices, then if you do wish to do this type of printing (send files from your office to the remote printers) then this would be possible, since the locations will be known. However, if this is an app meant for the general public, the print button on the browser is the only practical answer.
It could be possible to have a print button on the window that retreives a java/javascript page which will then force the output to the local printer. However, the end result of this sort of app would most likely be the same as the output the user would receive by simply printing the page.
