There is no possibility of changing either the OI or Netware Client versions and they are getting the problem of OInsight not closing when they exit our application. In the past we have resolved it by advising customer to use an earlier version of the client. This customer is not able to do this. Is there any other way to resolve the issue?

Eric, thanks for the suggestion but in this case we tracked down the cause with the help of Revelation UK. The application was using mapped drives for the paths to the data volumes. Changing these to UNC paths as well as changing the paths for the shortcut solved the problem.
